Losing Local Control? State Housing Bills’ Impact on Brentwood

Land-use on the agenda for Wednesday’s virtual BCC meeting

The Brentwood Community Council (BCC) will discuss a handful of state land-use bills on topics ranging from upzoning to public input for projects near transit hubs like Sunset and San Vicente boulevards.

The meeting will take place on Wednesday, June 10 from 7 to 9 p.m. via Zoom. Instructions on how to join the meeting, the full agenda and supporting documents can be found by following this link.

Land-use expert Sharon Commins, Co-Chair of the Westside Regional Alliance of Councils Land Use Committee, will give a summary of each of the following bills and their potential impact specifically to Brentwood followed by five-six questions from BCC Board Members and the public. The topic of the discussion will be “Losing Local Control? State Housing Bills and the Impact on Brentwood”, according to the BCC.

SB902 (Weiner) + AB3040 (Chiu) – “Combined, these Bills allow upzoning of 8+ units on single family parcels statewide with no City or County approval,” writes the BCC.

AB1279 (Bloom) – “Identifies single family parcels for upzoning based on State opportunity maps targeting ‘high resource areas’ which are generally upper middle-class w/high property taxes, good schools,” writes the BCC.

AB1934 (Voepel) – “Approves affordable multifamily buildings near transit corridors such as Sunset Blvd and San Vicente within 30 days, no CEQA approval and no public comment, unless a City opposes the project within 30 days,” writes the BCC.

AB3155 (Rivas) – “Eliminates City requirements for set-backs, parking and public hearings for 10 or fewer units on small lots,” writes the BCC.

SB773 + AB953 (Bloom) – “Automatically approves all ADU’s (“granny flats”) on any residential parcel unless the City opposes within 60 days + refers the City to the State Attorney General for a violation if the City takes no action within 60 days,” writes the BCC.

“This will not be a deep dive discussion into land use details – please attend a BCC Land Use Committee Meeting for more intensive discussion of these bills, as LUC is considering these bills for BCC policy positions. The goal here is to educate the community enough to draw interest and advocacy from more Brentwood residents,” noted the BCC in an email.

In addition, at the meeting Los Angeles Police Department (LAPD) Senior Leader Officer Matt Kirk will provide an update on current events and the BCC will vote on a motion to adopt a policy statement regarding homeless veterans.
